After the chip reset, the procedure to set the tx power will not be
successful because the previous region setting is still remains.
Clear the region setting during MAC initialization and allow it to be
reset to finalize the TX power setting.

A deadlock may occur between two works, ps_work and mac_work, if their work
functions run simultaneously as they attempt to cancel each other by
calling cancel_delayed_work_sync().
mt792x_mac_work() -> ... -> cancel_delayed_work_sync(&pm->ps_work);
mt792x_pm_power_save_work() -> cancel_delayed_work_sync(&mphy->mac_work);
In high-load situations, they are queued but may not have chance to be
executed until the CPUs are released. Once the CPUs are available, there
is a high possibility that the ps_work function and mac_work function will
be executed simultaneously, resulting in a possible deadlock.
This patch replaces cancel_delayed_work_sync() with cancel_delayed_work()
in ps_work to eliminate the deadlock and make the code easier to maintain.

The selection of MLO mode should depend on the capabilities of the STA
rather than those of the peer AP to avoid compatibility issues with
certain APs, such as Xiaomi BE5000 WiFi7 router.

The buf_len is used to limit the iterations for retrieving the country
power setting and may underflow under certain conditions due to changes
in the power table in CLC.
This underflow leads to an almost infinite loop or an invalid power
setting resulting in driver initialization failure.

Due to the lack of NoA(Notice of Absence) mechanism in SoftAP mode, it is
inappropriate to allow concurrent SoftAP and STA to operate on the
different channels.
This patch restricts the concurrent SoftAP and STA to be setup on the same
channel only.

Some countries have strict RF restrictions where changing the regulatory
domain dynamically based on the connected AP is not acceptable.
This patch disables Beacon country IE hinting when a valid country code
is set from usersland (e.g., by system using iw or CRDA).

The maximum command quota of the firmware may be exceeded because the
command to retrieve the quota setting has not been taken into account.
This patch considers not only the quota usage of the command retrieving
quota settings but also limits the total quota usage.

During chip recovery (e.g. chip reset), there is a possible situation that
kernel worker reset_work is holding the lock and waiting for kernel thread
stat_worker to be parked, while stat_worker is waiting for the release of
the same lock.
It causes a deadlock resulting in the dumping of hung tasks messages and
possible rebooting of the device.
This patch prevents the execution of stat_worker during the chip recovery.

In multi-channel scenarios, the granted channel must be aborted before
suspending. Otherwise, the firmware will be put into a wrong state,
resulting in an association failure after resuming.
With this patch, the granted channel will be aborted before suspending
if necessary.

Some combinations of hosts cannnot detect mt7921e after reboot. The
interoperability issue is caused by the status mismatch between host
and chip fw. In such cases, the driver should stop chip activities
and reset chip to default state before reboot.

According to the firmware behavior (even the oldest one in linux-firmware)
If the firmware is downloaded, MT7921S must rely on the additional mailbox
mechanism that resides in firmware to check if the device is the right
state for mt7921s_mcu_[fw|drv]_pmctrl. Otherwise, we still apply the old
way for that.
That is a necessary patch before we enable runtime pm for mt7921s as
default.

Update the proper firmware programming sequence to fix GTK rekey
offload failure on WPA mixed mode.
In the mt76_connac_mcu_key_iter,
gtk_tlv->proto should be only set up on pairwise key
and gtk_tlk->group_cipher should be only set up on the group key.
Otherwise, those parameters required by firmware would be set
incorrectly to cause GTK rekey offload failure on WPA mixed mode
and then disconnection follows.

The mistaken structure is introduced since we added the GTK rekey offload
to mt7663. The patch fixes mt76_connac_gtk_rekey_tlv structure according
to the MT7663 and MT7921 firmware we have submitted into
linux-firmware.git.
