A variant of mt7916 supports up to 3 tx/rx paths but with only
2 spatial streams. An example usage of the 3rd path is to server as
an auxiliary for beamforming.
In order to deal with this case, this patch reworks some parts to
correctly use paths or streams.

The minimum twt duration supported by mt7915 is 64 according to hardware
design. Reply station with TWT_SETUP_CMD_DICTATE if min_twt_dur smaller
than 64.

ieee80211_register_hw() is called with rtnl_lock held, and this could be
caused lockdep from a work item that's on a workqueue that is flushed
with the rtnl held.
Move mt7615_register_ext_phy() outside the init_work().
