Felix Fietkau 33f29d2345 wifi: mt76: relicense to BSD-3-Clause-Clear 
MediaTek has asked to switch from the ISC license to BSD-3-Clause-Clear,
in order to improve clarity and the legal integrity of the code.

The BSD-3-Clause license includes the "no endorsement" clause, which is
important for protecting the reputation of the original authors and
contributors by preventing unauthorized use of their names for endorsement
purposes.

This clause is absent in the BSD-2-Clause license, which is more permissive
but lacks this specific protection.

This change also cleans up the license of some Kconfig/Makefile files,
which were accidentally marked as GPL.

The GPL 2.0 remains in use on mt76x0, as well as two source files in mt7615
for which the license situation still needs to be clarified.

Deren WuandFelix Fietkau 3699df4e85 wifi: mt76: mt7925: prevent NULL pointer dereference in mt7925_sta_set_decap_offload() 
Add a NULL check for msta->vif before accessing its members to prevent
a kernel panic in AP mode deployment. This also fix the issue reported
in [1].

The crash occurs when this function is triggered before the station is
fully initialized. The call trace shows a page fault at
mt7925_sta_set_decap_offload() due to accessing resources when msta->vif
is NULL.

Fix this by adding an early return if msta->vif is NULL and also check
wcid.sta is ready. This ensures we only proceed with decap offload
configuration when the station's state is properly initialized.

Similar to the mt7921, seems the code was copy-paste from there. This
bug was noticed by me and confirmed by many more people using this
chipset with openwrt: https://github.com/openwrt/mt76/issues/783

It seems that for this particular chipset the mt76_phy->txpower_cur is
never set, like in the case of other chipsets like mt7603, mt7615, etc.

The driver is correctly calculating the TX power adjustment based on the
number of antennas. However, the base TX power (phy->txpower_cur) is not
being properly initialized or set to a meaningful value. It's starting
at 0, so the final result is just the antenna gain compensation divided
by 2.

Some countries do not support EHT modulation for now. To prevent violating
regulations, the MT7925 chipset should control the EHT capabilities.
Therefore, when a regulatory domain change is detected during scanning,
the `mt7925_regd_be_ctrl` will process the CLC data to update the EHT
capabilities.

The mt7925e takes a long time to resume in platform resume
scenarios. This is due to the mt7925 reconfiguring the tx
power for each wifi channel during resume. By streamlining
the process and removing redundant power configurations,
the resume time for the mt7925 can be shortened.

In multi-channel scenarios, the granted channel must be aborted before
suspending. Otherwise, the firmware will be put into a wrong state,
resulting in an association failure after resuming.

With this patch, the granted channel will be aborted before suspending
if necessary.

Update band_idx in per-link BSS to be auto for the MLO-enabled firmware
and the MLO-enabled firmware only supports omac index in 0.

The change remains compatible with the non-MLO mode and the older firmware.
