Some EcoNet based routers ship an on-flash EEPROM whose chip-id is
0x7592 instead of the expected 0x7603. The device probes as PCI
14c3:7603 and the hardware MT_HW_CHIPID register reports 0x7603,
independent of the EEPROM value.
This is seen across multiple EcoNet EN751221 and EN7528 based devices
(for example the Genexis Platinum 4410).

MediaTek has asked to switch from the ISC license to BSD-3-Clause-Clear,
in order to improve clarity and the legal integrity of the code.
The BSD-3-Clause license includes the "no endorsement" clause, which is
important for protecting the reputation of the original authors and
contributors by preventing unauthorized use of their names for endorsement
purposes.
This clause is absent in the BSD-2-Clause license, which is more permissive
but lacks this specific protection.
This change also cleans up the license of some Kconfig/Makefile files,
which were accidentally marked as GPL.
The GPL 2.0 remains in use on mt76x0, as well as two source files in mt7615
for which the license situation still needs to be clarified.

mt76_eeprom_override has of_get_mac_address, which can return
-EPROBE_DEFER if the nvmem driver gets loaded after mt76 for some
reason.
Make sure this gets passed to probe so that nvmem mac overrides always
work.

The reference driver does not seem to enable it by default, only under certain
conditions, e.g. when a .bin file is loaded.
Make it opt-in via a device tree property for now, in case it is needed on some
boards.

Some mt7603e chip has empty efuse data.
In this case driver will crash due to dereferencing NULL pointer.
The mt7603_eeprom_load will return success directly if the chip has no efuse
data and dev->mt76.otp.data is left empty, i.e. NULL pointer.
The mt7603_eeprom_init will then try to dereference dev->mt76.otp.data
without checking its value.
This patch adds a check around these codes to prevent kernel panic.
