fix: update Cargo.lock and pin musl CI runners

Address review feedback:
- Regenerate Cargo.lock to reflect rig-core reqwest-rustls switch,
  removing openssl-sys and native-tls from the dependency tree
- Add github-custom-runners entries for musl targets
