Use per-phy structure for maximum txpower value initializing, since each
phy may have a different chainmask, which can impact the calculation of
power gain.

The IEEE80211_VHT_CAP_EXT_NSS_BW value already indicates support for half-NSS
160 MHz support, so it is wrong to also advertise full 160 MHz support.

Concurrent binding/non-binding skbs could be handled anywhere which leads
to mixed byte counting, so switch to use PPDU TxS reporting regardless Tx
paths when WED is active.

Add support for the MediaTek MT7981 SoC which is similar to the MT7986
but with a newer IP cores and only 2x ARM Cortex-A53 instead of 4x.
Unlike MT7986 the MT7981 can only connect a single wireless frontend,
usually MT7976 is used for DBDC.

If kernel do not enable CONFIG_HWMON, it may cause thermal
initialization to be done with temperature value 0 and then can not
transmit. This commit fixes it by setting trigger/restore temperature
before checking CONFIG_HWMON.

This patch includes 2 changes:
1. Firmware expects to disable thermal protect first before
reconfiguring.
2. Separate setting thermal_protect and setting thermal_tx_duty into
different functions. These two firmware commands do not need to send
together.

Enable thermal management by default shall not be executed during mcu

This adds support for adjusting the Txpower level while pushing

The MIB INFO command is fetching MIB_BUSY_TIME, MIB_TX_TIME, MIB_RX_TIME and
MIB_OBSS_AIRTIME from the radio and filling out cc_busy, cc_tx, cc_bss_rx
and cc_rx respectively.
busy should be >= tx + rx >= tx + bss_rx but we don’t always quite see this.
Sometimes tx + rx is a bit higher than busy due to inaccurate accounting,
so this patch recalculates numbers to make them more reasonable.

A variant of mt7916 supports up to 3 tx/rx paths but with only
2 spatial streams. An example usage of the 3rd path is to server as
an auxiliary for beamforming.
In order to deal with this case, this patch reworks some parts to
correctly use paths or streams.

After initially establishing a connection, it can produce multi-second latency
spikes and tx hangs when pushing traffic.

According IEEE Std 802.11-2020, its definition is:
Indicates whether the STA is capable of interpreting the Extended NSS BW
Support subfield of the VHT Capabilities Information field.
Some APs, such as Xiaomi AX6000, would check this one for BW settings.
mt76 driver can get max BW capability only if the this field is confgured
properly.

This patch disables RX_TRANS_SHORT to make MDP to do header translation
when payload less than 8 bytes, hence the (QoS) null data can be encapsulated
to 802.3 format. However, WDS requires (QoS) null data in 802.11 format
to created vlan AP interfaces.
