Felix Fietkau 5367804a6a wifi: mt76: mt7915: guard firmware memory dump write on disabled memdump
mt7915_coredump_build()/mt7996_coredump_build() wrote dump_mem->len
unconditionally, but the allocation only reserves room for the memory
dump header when coredump_memdump is enabled and memdump_buf_len is
non-zero. In the default configuration the allocation ends right after
the fixed header, so the write landed one struct past the buffer. Only
populate the memory-dump section when it was actually allocated.

Felix Fietkau 33f29d2345 wifi: mt76: relicense to BSD-3-Clause-Clear
MediaTek has asked to switch from the ISC license to BSD-3-Clause-Clear,
in order to improve clarity and the legal integrity of the code.

The BSD-3-Clause license includes the "no endorsement" clause, which is
important for protecting the reputation of the original authors and
contributors by preventing unauthorized use of their names for endorsement
purposes.

This clause is absent in the BSD-2-Clause license, which is more permissive
but lacks this specific protection.

This change also cleans up the license of some Kconfig/Makefile files,
which were accidentally marked as GPL.

The GPL 2.0 remains in use on mt76x0, as well as two source files in mt7615
for which the license situation still needs to be clarified.

Shayne ChenandFelix Fietkau 63a4edf1cb wifi: mt76: mt7996: add macros for pci decive id
The chipset name (i.e., brand name) used by the driver may cause confusion
with the PCI device ID when adding support for new chipsets.

| Chipset name | PCI device id |
|--------------|----------------|
| 7996 | 0x7990, 0x7991 |
| 7992 | 0x7992, 0x799a |
| 7990 | 0x7993, 0x799b |

To prevent confusion, replace the code that directly uses the device ID
with macros. This is a preliminary patch to support mt7990 chipset.
