When mt76_wcid_alloc() fails, mt7915_add_interface() returned without
clearing the vif_mask/omac_mask bits it had already set, without removing
the firmware dev info added earlier, and without clearing a monitor_vif
pointer to the vif mac80211 is about to free. mac80211 does not call
remove_interface() for a failed add, so the indices and firmware dev
entry leaked permanently and testmode could dereference the stale
monitor_vif. Add a proper error unwind.

MT_MDP_DCR0_RX_HDR_TRANS_EN is a field of MT_MDP_DCR0, but monitor-mode

mt7915_remove_interface() cleared the wcid mask bit with no lock held and
before clearing the RCU wcid pointer. The mask is a non-atomic RMW shared
with the allocators, which all run under dev->mt76.mutex; on DBDC the two
wiphys share one mt76_dev, so this raced add_interface/sta_add on the
other band and could leak or double-hand-out a wcid. Clearing the bit
before the RCU pointer also let a concurrent allocation reuse the index
and publish its wcid, which the subsequent NULL assignment then wiped.
Move the clear into the existing mutex section, after the RCU pointer is
cleared.

Add hardware airtime fairness (ATF) support, using the MAC's weighted
DWRR scheduler (VoW) to balance TX airtime between stations.
This supplements mac80211's software airtime fairness rather than
replacing it: software ATF keeps scheduling the host TX queues, while
the hardware scheduler enforces fairness on the offloaded path where the
host has no airtime accounting, such as when WED is active. It is enabled
by default on mt7916 and newer chipsets; mt7915 is excluded.
A station's TX airtime weight is taken from mac80211 through the
sta_set_airtime_weight op and applied to the hardware scheduler directly;
the per-AC DWRR quantum levels are derived from it on the fly, mapping
the weight logarithmically onto the global hardware quantum table. ATF
and WATF are enabled by default and can be toggled together at runtime
through the "vow_atf" debugfs file.

With HW TX encap offload enabled, the mt76 firmware builds the 802.11
header for the 802.3 frame using the per-WCID context. For a STATION
vif the HDR_TRANS TLV currently sets ToDS=1, which makes the firmware
default to the BSSID as A1 and emit STA->AP-formatted frames
regardless of which peer the WCID points to.
For TDLS-paired peers this is wrong. Data frames go on air addressed
to the AP, the AP MAC-ACKs and silently drops them per IEEE 802.11z
(an AP must not forward to a TDLS-paired peer). Management and
control frames bypass the HW encap path and still reach the peer;
only user data fails.
Add MT_WCID_FLAG_TDLS_PEER, set it in mt7915, mt7921, mt7925 and
mt7996 sta-add paths when sta->tdls is true, and override the
HDR_TRANS TLV in mt76_connac_mcu_wtbl_hdr_trans_tlv() (Connac2 -
mt7915 / mt7921 / mt7922), mt7925_mcu_sta_hdr_trans_tlv() (mt7925)
and mt7996_mcu_sta_hdr_trans_tlv() (mt7996) to set ToDS=0, FromDS=0
when the flag is set. The 3-addr non-DS form matches what 802.11z
uses for direct links; the firmware then constructs the frame with
A1=peer rather than A1=BSSID. HW encap offload remains enabled for
AP and any non-TDLS traffic.
Verified on mt7925e + Samsung S938B over a 5 GHz HE 80 MHz channel
with iperf3 -t 30 to the TDLS peer:
before fix: over the TDLS direct link, 7 TDLS Setup action
frames and 3 RTS frames reach the peer; 0 QoS
Data frames make it through (mgmt/control paths
bypass HW encap, the data path does not). iperf3
stalls.
after fix: 2.90 GBytes transferred at 830 Mbit/s sustained,
0 TCP retransmits.
mt7915, mt7921, mt7922 and mt7996 are not regression-tested in this
change for lack of hardware. Their HDR_TRANS handling mirrors the
verified mt7925 change; the firmware behavior is shared across these
chips.

mt76_sta_state() calls the sta_event callback without holding dev->mutex.
However, mt7915_mac_sta_event() (MT7915 implementation of this callback)
calls mt7915_mac_twt_teardown_flow() which has
lockdep_assert_held(&dev->mt76.mutex) indicating that callers must
hold this lock.
The locking pattern in mt76_sta_state() is inconsistent:
- mt76_sta_add() acquires dev->mutex before calling dev->drv->sta_add
- mt76_sta_remove() acquires dev->mutex before calling __mt76_sta_remove
- But sta_event callback is called without acquiring the lock
Add mutex_lock()/mutex_unlock() around the mt7915_mac_twt_teardown_flow
invocation to fix the missing lock protection and maintain consistency
with the existing locking pattern.

Currently, per-radio attributes are set on per-phy basis, i.e., all the
radios present in a wiphy will take attributes values sent from user. But
each radio in a wiphy can get different values from userspace based on
its requirement.
To extend support to set per-radio attributes, add support to get radio
index from userspace. Add an NL attribute - NL80211_ATTR_WIPHY_RADIO_INDEX,
to get user specified radio index for which attributes should be changed.
Pass this to individual drivers, so that the drivers can use this radio
index to change per-radio attributes when necessary. Currently, per-radio
attributes identified are:
NL80211_ATTR_WIPHY_TX_POWER_LEVEL
NL80211_ATTR_WIPHY_ANTENNA_TX
NL80211_ATTR_WIPHY_ANTENNA_RX
NL80211_ATTR_WIPHY_RETRY_SHORT
NL80211_ATTR_WIPHY_RETRY_LONG
NL80211_ATTR_WIPHY_FRAG_THRESHOLD
NL80211_ATTR_WIPHY_RTS_THRESHOLD
NL80211_ATTR_WIPHY_COVERAGE_CLASS
NL80211_ATTR_TXQ_LIMIT
NL80211_ATTR_TXQ_MEMORY_LIMIT
NL80211_ATTR_TXQ_QUANTUM
By default, the radio index is set to -1. This means the attribute should
be treated as a global configuration. If the user has not specified any
index, then the radio index passed to individual drivers would be -1. This
would indicate that the attribute applies to all radios in that wiphy.

The current WED only supports 256 wcid, whereas mt7986 can support up to
512 entries, so firmware provides a rule to get sta_info by DA when wcid
is set to 0x3ff by txd. Also, WED provides a register to overwrite txd
wcid, that is, wcid[9:8] can be overwritten by 0x3 and wcid[7:0] is set
to 0xff by host driver.
However, firmware is unable to get sta_info from DA as DA != RA for
4addr cases, so firmware and wifi host driver both use wcid (256 - 271)
and (768 ~ 783) for sync up to get correct sta_info.
Currently WDS+WED config is completely broken on MT7986/7981 devices if
without this patch.

MediaTek has asked to switch from the ISC license to BSD-3-Clause-Clear,
in order to improve clarity and the legal integrity of the code.
The BSD-3-Clause license includes the "no endorsement" clause, which is
important for protecting the reputation of the original authors and
contributors by preventing unauthorized use of their names for endorsement
purposes.
This clause is absent in the BSD-2-Clause license, which is more permissive
but lacks this specific protection.
This change also cleans up the license of some Kconfig/Makefile files,
which were accidentally marked as GPL.
The GPL 2.0 remains in use on mt76x0, as well as two source files in mt7615
for which the license situation still needs to be clarified.

commit c4f075582304 ("wifi: mt76: mt7915: fix command timeout in AP stop

when enable_beacon becomes false: it calls mt7915_mcu_add_bss_info(...,
false) and mt7915_mcu_add_sta(..., false) while the previous code
didn't. These sends mcu commands that apparently confuse the firmware.
This breaks scanning while in mesh mode on AsiaRF MT7916 DBDC-based cards:
scanning works but no mesh frames get sent afterwards and the firmware
seems to be hosed. It breaks on MT7916 DBDC but not on MT7915 DBDC.
