wifi: mt76: mt7996: add variant for MT7992 chipsets

Introduce VAR_TYPE_24 for the MT7992 chipsets, a dual-band variant
supporting 3T3R/2SS on the 2 GHz band and 5T5R/4SS on the 5GHz band.
