wifi: mt76: mt7996: use the default timeout for STA_REC and BSS_INFO updates

STA_REC_UPDATE and BSS_INFO_UPDATE carry variable-size payloads,
including beacon templates that grow considerably with 11v MBSS and
MLD configurations, and firmware can legitimately take longer than 2
seconds to process them. Since a message timeout now triggers a full
device reset, a false timeout on these commands is punished harshly.

Keep the shorter timeout for the small fixed-size commands and move
STA_REC_UPDATE/BSS_INFO_UPDATE back to the 5 second default.
